Personality:
Unassuming and underestimated, which he exploits being the lazily manipulative kind. If there's an easier way to do things, he'll find it. If it happens to mean using everything at his disposal (including the people) he'll do it.
He loves messing about with unusual and creative uses for spells and objects in general and has the beginnings of what could be a brilliant inventor (if he "applied himself more" like his teachers say). Why learn 100 different spells when you can make 1 do the same thing if you're creative about it?
Despite his own justifications about why he only learns a broad arsenal of spells, his teachers aren't as accepting of his philosophy since it means he doesn't always solve a problem in the way they want him to and are testing him on. His grades vary wildly from A+ to D because of it.
When he does get into things, he makes sure to be thorough and understand the concepts and theories behind them in order to understand how he might make use of it to the best of his ability.
He is logical, pragmatic and practical, not really caring for things without any use and can get people annoyed easily because of it. That's not to say he isn't good at turning on the charm to get people to dance to his tune, but he doesn't truly feel the role he plays. What he knows of emotions is simply learnt from observing others and mimicking them, when faced with an unusual situation that he's never seen anyone react to, his mask tends to fall.
History:
Neal was born as an only child to a fairly well off family who spoilt him when they were around. As both of them worked quite a lot, they hired various babysitters for him over the years but never really kept one for long since he was an absolute brat. When he was old enough to be trusted not to kill himself during everyday life he begged his parents not to get him another one and so they left him alone to his own devices. He spent his time becoming semi-independent (maxing out his father's credit card within a year!) exploring his neighbourhood and messing around with the tools in his father's workshop, which created his love for ingenuity and invention. With all the trouble his caused his parents eventually they became stricter on him as his parent's relationship became strained as they had their home repossessed due to Neal's thoughtless spending habits. After that, Neal learnt to always think through to the consequences of his actions and obtained a slight fear of failure.
